The federal Every Student Succeeds Act (ESSA) mandates that states administer the following annual statewide assessments:

  • English Language Arts/Literacy – Grades 3-8 and 10

  • Mathematics – Grades 3-8, Algebra I, Algebra II, and Geometry (high school courses only)

  • Science – Grades 5, 8, and high school students enrolled in a Biology course

  • Social Studies/Government – Grade 8 and high school students enrolled in a U.S. Government course

Maryland also offers assessments for English Language Learners (ELLs) to evaluate their proficiency in listening, speaking, reading, and writing in English. The ACCESS for ELLs (Assessing Comprehension and Communication in English State-to-State for English Language Learners) and the Alternate ACCESS for ELLs are designed for this purpose.

When and How is the MCAP Test Administered? 

The MCAP tests are typically administered in the spring of each school year, with specific testing windows and dates varying by grade level and subject area.

The assessments are computer-based, allowing for a more interactive and engaging testing experience. However, paper-based versions are available for students who require specific accommodations.

Maryland Dynamic Learning Maps (DLM) Assessments

For students with significant cognitive disabilities, Maryland offers the Dynamic Learning Maps (DLM) assessments.   • Multiple Choice Single Select (MCSS) items

  • Multiple Choice Multiple Select (MCMS) items

  • Numeric Response items

The MCAP ELA/Literacy assessments specifically focus on having students read literary and informational passages, engage with multimedia, and demonstrate their reading comprehension and literacy skills through text-based questions and writing prompts.

In the early grades, students may also demonstrate their literacy skills through oral response methods.

Understanding Student Performance Levels on the MCAP Test

The MCAP test includes different student score types or levels that indicate the students' performance. These levels are:

  • Level 4: Distinguished Learner

  • Level 3: Proficient Learner

  • Level 2: Developing Learner

  • Level 1: Beginning Learner

Each level represents a broad, categorical description of a student's overall performance based on their scale score. 

Level 1 indicates that a student has not yet demonstrated proficiency in the assessed content. Students at this level may require additional support and intervention to reach grade-level expectations and readiness for the next grade level or course.

Level 2 signifies that a student is in the process of developing proficiency in the assessed content. Students at this level are making progress but may still need further growth and support to reach proficiency and readiness for the next academic level.

Students performing at levels 3 and 4 have demonstrated proficiency in the assessed content, readiness for the next grade level/course, and are likely on track for college and careers.
